Q: Best practice to store attachments of an item?

I faced with the question how to add attachments with a size from 100 MB to 200 MB to an item of type "Defect".

I thinking of 2 ways to do this:

1. Allow the size of the attachment for the ILM (global)
2. Create a project (configuration management) and add the attachments to this project.

What is the better way to save space in our repository (DB backend)? ...or doesn't it matter in the DB backend?
